"Unable to activate touch id" But it works

Sometimes after a reboot or a system update I have this popup "Unable to activate touch id on this iPhone".
But Touch Id continue to works regulary.

May I have a latent hardware problem or it's just a software bug?

As it works,it's already activated,and as you cannot activate what's already activated,you get an error message.
Seems like a small bug,yes.
