Unable to change User Wallpaper after jailbreaking?

I checked User Wallpaper in Winterboard and tried changing the wallpaper but it stays black and only changes the lock wallpaper, tried rebooting and removing Winterboard and installing it again, still didn't work but then when I install themes they work...Is there a reason why I can't use my own wallpaper though? Im running OS 4.0..

Having the same issue on 4.0.1. No matter what them I use, regardless of putting "User Wallpaper" on there, it won't let me use my own wallpaper, only the theme's wallpaper.
