Unable to clear notifications in NC

I saw a thread referring to this but can't find it. I experienced this problem once in 9.0 and have just had it again in 9.1
Is it a common bug?

I've had it with an occasional notification or two since the iOS 9.0 beta days. It still shows up in iOS 9.1, but it's fairly rare (in my case at least).

Yea I started a thread the other day and I am still having the same problem on both my iPhone and iPad
