When I try to install Mojave, and scroll down to the bottom of the agreement, the "I agree" button doesn't allow me to click on it. I tried using the arrow scroll down, it didn't help.
 
Try to skip logging in to iCloud during setup. Finish the setup without it and login to iCloud later.
 
Go get the DosDude1 Mojave patcher (which contains the installer), and don't loot back. And say "No" to everything during installation (i.e., no Siri, no tracking, no data reporting, etc).

Mojave supports MacPro5,1 natively, why suggest someone to hack a supported macOS release in supported Mac?!? This is insane.
