Unable to download application error

I keep getting this error in the app store. Cant figure it out. Have changed permissions via ifile and tried to logout of apple store and log back in. Can someone plz help me.

well you could try searching for solutions but I know google so tough to use.

try signing back in and out of Itunes

also try sbsettings/more/system options/fix user dir permissions

Tried signing in and out of itunes first and didn't work. Tried safari accepting cookies and didn't work. i have looked on google. posting on these forums is my last option. not sure about the sbsettings didn't understand what that meant.
