we are having a problem downloading anything on the iPad mini 4. It just shows the circle bar but it never downloads. It's running iOS 10.0.2. I'm not sure if that's what is causing the problems. I have tried a hard reset, wiping it completely and starting new...nothing helps. Does anyone have any suggestions?
 
Have you tried on other wifi networks? I remember a while back for no particular reason I couldn't seem to connect to the App Store for a few days, but only on my home network.
 
Did you try doing one app at a time?

I had a similar problem after restoring an iPad from backup - took DAYS (actually about a week) to complete (and it really shouldn't have - the apps aren't that big). I have found that a restore from backup + trying to install lots of apps at once is a BIG issue - it bogs the system down and too often installation fails or doesn't start.

I just let it run and it eventually finished. The best way is to set up as new iPad and manually download the apps - 1 or 2 at a time.

Also, if the app is not loading, try tapping on the app to get the download started - you may have to do this multiple times.
 
Yes I tried it all :( I turned it off overnight and this morning it started working again, however, this evening it is back to not downloading apps and won't let me delete apps either. Sending it in for an apple repair. I just hope they don't look at it, get it to work or see that it's working and send it back as is bc it goes back to not working again. I'm not sure how they do repairs, I have never had one done

Rather than sending it in can you take it to an Apple Store yourself and see if you can demonstrate the problem in front of them?

The first thing they'll do is look at the system's log. They may be able to discern your issue from there. If you take it to the store, and they think it's a software issue, they'll ask you to do a system restore (even though you already have) - because it's their default answer on a software issue. The next thing they'll do is try to recreate the issue and go from there.

You mentioned the worst case scenario - they can't reproduce or find a fault, then it winds up back in your court. Best case, believe it or not, is they find out it's a hardware issue (for some reason - faulty memory, bad wifi, etc.). If they find a hardware fault, they'll either repair or replace.

This is alol assuming you have Apple Care.

We don't have an Apple Store close to where we live but if it comes down to it I suppose we could make the trip

Is this one of those cases where you can't do anything until you've accepted a new set of terms and conditions? Try going into the itunes app and then going into account and settings and see if it prompts you to agree there.
 
It's not space, I wiped it completely and it still did that. Resetting network systems did work, but after a full day it went back to the same problem. I gave up. Sent in to apple for repair and they sent me a replacement.
