I was having this issue with iOS 10.1, so I thought downgrading to 10.0.2 would help. It didn't.
Whenever I try to download a song from Apple Music, I get a "Unable to Download Item" - "Please try again later." error.
Cellular data for Downloads is turned on. I tried toggling it, but it made no difference.
The error persists across the system. If I go to the Home screen or another app, the error keeps popping up.
