I am not sure where to post this so please move if necessary

Since I switched from a Brighthouse supplied cable modem to my own Arris modem I am unable to download or update apps from the App Store . It always looks like it is going download but I get a message that it can't download and to try later.

If I use a VPN connection then I can download. This happens with my iPhone and iPad. Any help would be welcome. Thanks

At the iPhone hacks section.
Does it work fine to download and install apps on other wifi networks?
Sounds like it's a problem with your router/modem.
Try resetting the modem or reinstalling its firmware.
Is it a modem/router combo or you have a separate wifi router connected to it?

I have a separate Arris modem and a Eero mesh router. The only thing that changed was the modem so I suspect that is the problem. And yes, it downloads fine on other Wifi system or just on cellular. I restarted the modem and router but still no go.
