Unable to enable iCloud keychain on iPhone

Hello

I have just got a new iPhone, but I am unable to turn on iCloud Keychain. I can move the slider to on, but as soon as I go back it goes straight to off again.Have tried turning the phone off and on again, but it hasn't helped. This is a bit annoying, as without this feature HomeKit doesn't work.

Does anyone know how to resolve this?
