iOS Unable to enrol in iOS dev Programme

Has anyone (UK) been able to enrol in iOS dev programme lately? I've been trying since Monday and I get the error message "we are unable to process your request" - I get this when confirming my name, the package I want, etc. I have called ADC and they say that there is an issue somewhere with iTunes purchasing system and I should check in an hour. They didn't seem to give a damn when I said it'd been like it for 24 hours. And regular purchases through iTunes (music, apps, etc.) work just fine.

I had this issue yesterday trying to enroll in the (free) Safari developer program. I'm already a registered (and paid up) Mac/iOS developer so it looks like Apple are having some issues. I seem to remember them having this problem a few months ago too.
