Unable to load Cydia

Is anyone having issue loading Cydia? I tried it with my iPhone 3GS without any problem but my iPod touch 4G can't seem to load.

I am using free PDAnet. Is it because free PDAnet doesn't allow HTTPS connection and Cydia is HTTPS?
