Unable to revert back to ios 9.3 on iPad Air 2

Hello all,

I'm trying to revert back to ios 9.3.5 on my son's ipad air 2. The new "TV" app is not as frienldly as the old "video" app.

But I keep getting an error message when trying to restore using the ios 9.3.5 that I downloaded from a website. Then it requires me to restore back to ios 10.2. I'm trying to do this through iTunes.

Any help would be appreciated.
