i used to be able hold a finger on the screen of iPad or iPhone and the save or open the pdf in iBooks or GoodReader but now I don’t see this option. Can anyone advise or is this a bug. iPad Pro 10,5, Air2 and iPhone 8 all behave the same.

Are you referring to the button ‘open in iBooks’ that would appear (and hide) on top of a PDF in Safari.

If so that feature seems to have been removed in iOS 11, however you can still save the PDF or website to iBooks by pressing on the share button > copy to ibooks.

Yeah, the share button also has a new "Create PDF" option as well. Once created, you'll have the open/save options.

This is true, but if you are already viewing a PDF in Safari you can just press ‘copy to iBooks’ from the share menu.
