Unable to save trimmed videos on iPhone and iPad

So when I edit a video by trimming it, iOS asks if I want to save as a new clip. When I tap yes, nothing happens, the Done option is greyed out and if I exit photos and re-enter, I get the message “ There was an error saving this video. Please try again later. “

Happens on iPhone XR and iPad both running latest production software - any ideas?

Is there anything particularly different about the video? Is it in iCloud and you download it?

The features work fine on my iPhone.
