Unable to split keyboard on 12.9

Why does apple not allow you to split the keyboard on the 12.9?

Seems where it would be most useful.

Found https://itunes.apple.com/us/app/handy-keyboard-designed-for-ipad/id1234156852?mt=8 last night. Seems to be best option atm.
