whenever i un compress a .zip file on OSX it stacks the folder on top of the zip file. is this normal?

I have not really noticed it as something that has ever drawn my attention before, but it appears to be normal behaviour.
here is a view of what it looks like when you extract on the desktop by double clicking the folder. do you get this on your system?
