You can't without reinstalling High Sierra. You can try resetting Safari first.

Why do you want to reinstall it ?

Because the trackpad pointer was laggy although I had reset safari.

When I open safari and chrome, the chrome trackpad pointer also laggy but it became normal after I closed safari.

You haven't been able to remove and re-install Apple application in the traditional way for a while. Which is stupid given how buggy they are.
