You can delete an app from the App Library in iOS 14. You do it the same way as you usually would. Long press on the specific app in the app library. It won’t wiggle but, you should see the option to delete the app from the menu that arises after the long press.

The option to delete the app is supposed to appear. I checked with a app on the home screen (in a folder) as well as an app in a folder in the App Library. Each time I long pressed, I was presented with the option.
Try rebooting your device. If you still don’t see the option, file a bug report. You can also try setting up as new if you don’t see the option after a reboot.
Within App Library and Spotlight, the "Remove App" option doesn't appear for apps that you downloaded "very recently" (not just recently, but very recently). So, to delete, you have to either add to Home Screen or go into wiggle mode.
Just long press on an empty space in the App Library and it should go into jiggle mode where you can delete the app. Only found out about this yesterday.
