Just updating to new photoshop elements 2021 and I would like to remove the old Elements 2018 but uninstaller is 32 bit
How can uninstall it?

As with most apps, the files associated with PSE are in three areas: Applications, Application Support, and Preferences

You can remove these manually, if you feel comfortable.

In the Applications folder, delete the Adobe Photoshop Elements app and any Adobe Photoshop Elements folder.

While still in Finder, enter the Go menu, then select Go to Folder...
In the "Go to the folder:" input box enter ~/Library then press Enter or click Go
In that folder, either browse to or search for Adobe -- within it should be a Photoshop folder. Although, you can safely delete the entire Adobe folder within Application Support if you don't want to keep or have any other Adobe products.

While still or back in the ~/Library folder, browse to the Preferences folder. Alternatively, Go (menu) -> Go to Folder... -> ~/Library/Preferences
Again, browse or search for files and folders with "adobe" and/or "photoshop" in their names.

You may need to contact Adobe support to deactivate the license.

(Attachment) REMINDER: You can limit your search to the current folder by clicking its name in the Finder window's header/toolbar area.
