universal keyboard shortcuts

Hi, I can't seem to find this anywhere so I thought I'd ask. I know how to add keyboard shortcuts. It's pretty easy but it requires you to be in that application.

Is there a way to add a keyboard shortcut (say F8) that would pause my itunes even if i'm working in another app?
