When is it likely that Universal Software will stop being developed and intel only will be the standard?
 
That's up to the specific software developer. Most large companies will have the business sense to keep developing software for PPC as long as enough people have PPC Macs and are willing to pay for the software. I wouldn't worry about it stopping anytime soon.
