I've been looking around and am confused. Is there an unlock solution for a 3GS with bb 05.16.05 without using the iPad baseband? It's currently on 4.3.3

Yes, you can pursue a IMEI unlock from the carrier who sold the phone or a grey market dealer.
As far as a baseband downgrade, flashing the iPad baseband is required.

Depending on your NOR chip, you can upgrade to 6.15 baseband and then downgrade it to a hackable one.
