I do not think they will unlock it if it is still under contract.

Wasn't there a new government regulation that service providers have to unlock the phones?

There was no regulation, it was a voluntary agreement between the carriers and FCC

For postpaid, you have to serve out your contract.

If you want an unlocked phone why didn't you just buy one?

I had bought 3GS at full price since I didn't want to signup for data plan, but even then it was locked and I had to request to get it unlock. This time for 5s I signed up the contract. Unlock is not really critical right now but wanted to confirm what the new rules are before calling up At&t.

When you have the need to unlock it or are fed up with AT&T service, hopefully by then you have saved up for the ETF and off you go.
