If you purchased subsidzed ATT iphone 5S. Your only two legal options are:

1. Move iPhone to another carrier (like T-mobile) which will pay off you ETF in 2-3 months. Once ETF is paid off, than ATT will unlock your iphone

2. Wait full 24 months and get iphone 5S unlocked via ATT official way as well

Those are two legal ways

There are unlocked outlets i've seen online, but it costs over $100

I don't know what to tell you. I submitted twice and was denied the first time, but not the second.

The only thing I can think of is that I switched to the new Family Share plan and that confused their system.
