unlock iPhone requires latest version of iTunes?

Can someone explain to me why unlocking services state you need to update your iTunes to the latest version, prior to attempting the iPhone unlock via iTunes? What does it matter whether it's a version behind or current? Anyone know?

I unlocked my iPhone with outdated iTunes, no problems.

Can someone tell me why unlock services and carriers insist on telling you that you have to restore your phone to complete the unlock?

This hasn't been necessary since 2011 and even Apple has it on the bottom of the list in their support document on unlocking.

Just put a different SIM in and go.

You don't even need iTunes at all.
Just stick your SIM card inside and you're done.
