Unlocked iPhone 4 Question

I just bought a brand new Unlocked iPhone 4, and i'm wondering, the first time I turned it on, it says I have to activate it with the network or something like that ?

Isn't it suppose to be unlocked, and doesn't need to be locked to a network ?

Ideas ?

Still needs a sim to activate. Any sim from any carrier will do.

Unlocked means you can use it with any carrier. It doesn't mean you can go sim free.

If you want to unlock your iphone, you must jailbreak at first.

1. Factory unlocked phone doesn't need to be jailbroken.
2. using Gevey sim to unlock iphone 4, the phone doesn't need to be jailbroken.
