Even if not paid in full at time of purchase, the phone is still unlocked.

You can go to any Apple store and choose Verizon model and buy it as Device only, they won't ask you for your carrier info and it is unlocked.

The Sim-Free model will likely be available 1 month after initial launch. So I take it around first week of December, we may expect to see Sim-Free model available.
