If i buy the iPhone 6s it come with band 30 that will work on att and will the apple store make sure it unlocked and work with sim card before you buy it?

If you buy the sim free version it will have band 30 and will be unlocked. You can also buy the AT&T version and pay full price to get the same result.
It will be if you pay full price for it, which is what MacDevil7334 said.
The "AT&T model" just means that the phone will support band 30 and will come with an AT&T SIM card in it. If you pay for it full price, or through the IUP - it will be fully unlocked and you can take that AT&T SIM card out and put any SIM card in the phone.

Whether you are paying full retail for the AT&T model on apple's online store or by going into the store, it will still be unlocked out of the box. You do need to connect it to iTunes in order to get the confirmation page that it is unlocked. If you want to do Apples upgrade plan you will need to go into an Apple Store where they will check your credit to see if you qualify for it.
Apple told me if i want the sim free it not part of the iPhone upgrade.And when i was talk to then on apple chat they din't know what unlocked phone mean lmao.I thought iPhone upgrade is part all of the phones.
No, the Sim Free model was never part of Apples upgrade program, only the carrier models are.
I had one of iPhones replaced by Apple one time that was AT&T unlocked. The replacement that I received from them was also unlocked.

Just went through this in another thread... SIM-free iPhones are able to be bought through IUP. The store just needs to also activate a new SIM card onto your carrier account. I did this when I got an iPhone 6s for my Verizon account because I wanted the band 30 support.
Also, all iPhones purchased through IUP are unlocked. It's just that the AT&T and sim-free models have the band 30 support.
For the iPhone 6s for att how do you unlocked the iPhone after you pay full for it do i have to use iTunes for it?
Simply plug in your iPhone to iTunes and restore. You will get a congratulation, your iPhone has been unlocked message.
I'm pretty sure you cans till insert a nonatt sim card and surely it would work just fine out of the box.
It'll be unlocked out of the box. You don't have to "do" anything to it to unlock it. Just start using it. Connecting to iTunes doesn't unlock it, it just tells you that it is unlocked.
