A friend of mine has loaned me a 4S to use while traveling in Europe. I just checked the IMEI on iphoneimei.info and the following screen comes up. Am I right that it's still locked even though a carrier is not listed? The phone is definitely not under contract. Can I get AT&T to unlock the phone or does my friend have to make the request?

Would it not have been easier to ask you friend if it was unlocked?

He thought it was unlocked, but not sure. He's a tech consultant and has a ton of phones. In fact, he even sent me two HTC phones just in case.
 
Just give him the IMEI. He can go to ATT web site. As best I remember he will enter the IMEI, his last four numbers of account holders SS and email address. It takes about 48 hours.
