Greatness and techibug, the problem is the OP is not the original owner, who can get an unlock. In addition seller does not know who the original owner is which complicates things. Considering device was paid off, original owner should have had the courtesy of unlocking it before sale. In addition OP is not on the TMO network so the 40 day thing doesn't apply in this case, unless a relative/friend can use it temporarily on TMO.

So, you mean that if I find somebody that is currently a TMO customer, that person can call TMO and say that he/she purchased the phone, he is going to use it overseas and therefore they will be able to unlock it for him/her? Or maybe this person has to wait 40 days to have it unlocked?
And what about the law? What is that the law says about having the phone unlocked for using it overseas? I understand they lock it for using it domestically but are they allowed to lock it for using it outside the US? Is it lawful what they do?
