I am moving from New York to Amsterdam in two weeks and hope to unlock my AT&T iPhone 3GS for use in The Netherlands. Questions:

1. What is the best way to jailbreak and/or unlock?
2. Which Dutch carrier(s) would my unlocked iPhone work with?
3. What sort of contract would be necessary?
4. How much should I expect to pay per month for service?

If there are any Dutchies on here, thanks in advance for your help!

It depends on the firmware you're using and if it's running the new baseband or not.

3.1.2 or earlier firmware with old baseband - BlackRa1n or Pwnage.

3.1.3 - Spirit - at this time I do not think there is an unlock available.

If your iPhone's baseband is updated to the latest 05.12.01 then you can not unlock. You can only jailbreak.
 
You are out of luck. You're better off selling it before leaving, then buying an unlocked iPhone from Europe. I believe France and Belgium has unlocked iPhones. Then, you can use it with anyones mini-SIM.

T-mobile Netherlands now offers a one year contract with iPhone, though you have to pay for your iphone, believe its around 200 or 300. When you're here, go to an t-mobile store, and they'll speak english and they'll explain you everything, good luck!

2. Any of the Dutch carriers work with an unlucked iPhone, however Vodafone has the best offer at the moment. They have got a special iPhone sim only offer for €17,95 - €51,95 per month, including unlimited data. (The monthly payment indicates the amount of minutes/texts you get. For example, for €24,95 per month you get 300 minutes/texts and unlimited data).

You can walk into a Vodafone store in one of the bigger cities and ask for an "iPhone super sim contract", and they'll probably be able to help you out.

3. Any contract will do, with or without data, depending on your wishes.

4. Anything between €15-€50 is common.
