iPhone unlocking iphone 4s verizon

with an Iphone 4s on verizon what is the best way to go about unlocking it.

Its 5.1.1 with 2.0.12 modem firmware.

Gevey, or jailbreaking/redsn0w direction?

Also i know ATT unlocks phones, does verizon? I'm moving over seas
