Has anyone ever came across this issue?

The network at the top of the picture below, the one with no name cannot be removed from my list of known networks.

If I tap on the blue i there no Forget This Network option if I tap on the red circle and tap delete, it disappears but when I click done I get a prompt "Remove Wi-Fi networks Your devices using iCloud Keychain will no longer join these Wi-Fi networks".

If I tap remove it takes me out of the known networks list. If I got back to the known networks list then it is still there.

I have tried resetting networks settings but it will not go.

Any suggestions?

Is that a network that belongs to you? (Do you know what it is, and have you actually connected to that network -- more than just seeing it in your wifi network list?)

The reason I ask, is that I don't think you can connect to a Wifi network that does not have an SSID (no name), and is perhaps no valid threat to you.
 
It’s not a network that I’m aware of, it’s possible it is an old network that has not been removed cleanly.

Like you did not think it you could have blank SSID.

Hopefully it is no threat.
 
Are you using any beta on your iPhone?
Had you connected to a hidden network, used any vpn or connected to a hotspot?
 
No it doesn’t show up there.
It appears that this issue is confined to the settings app itself.

Have you attempted resetting the network settings? This will erase all WiFi networks, including unknown ones, from your iPhone. However, your iPhone data will remain intact since this is not a complete wipe.

To reset the network settings, go to Settings > General > Transfer or Reset iPhone > Reset Network Settings.

Maybe do all settings too since you tried it before for network?

Worst comes the worst if you have a backup done and are confident to reset iPhone to factory settings you can do DFU or recovery mode. Or try a different build of iOS thru an ipsw
