Yes, but only on the device that took the photo.
The idea is that if you want them on another device, you need to save them on the second device (this happens by default in iPhoto on a Mac if you have open the app and given it time to down load, this option can be turned off) or manually saved them on an iPad.
Or you can manually sync the phone
They will disappear from photostream on the apple tv after 30 days.
