Unsubsidized 4S

Can someone confirm the pricing on unsubsidized 4S's? I thought a 32GB was $549, but someone is telling me it's $849? The other reason I'm confused is because AT&T says I can pay $250 and sign a new contract and then get the discounted rate. Why would anyone do this if the phone is $549 without signing a contract?

It's actually $749 for the 32 GB, and right now it would be locked to AT&T. Wait until November to get an unlocked on.
