Unusual iPhone Activation Problem

The activation went fine until iTunes told me that i needed to be pre-approved. so i went to at&t and they did some stuff and then they said that it is approved. so i went home and the activation brought me all the way back to the beginning. and when i was going to transfer my number again it said that that number couldn't be transfered.

I hate to say this but apparently they want a deposit because of your credit rateing, this is what i have been hearing on other forums. so i may be wrong.
