Didn't hear this mentioned during the keynote, but does anyone know when APPLE will start honoring their usual free, up-to-date program for OSX Mavericks to people purchasing a new laptop or desktop before the new OS hits the App Store?

it's usually 30 days before actual release.
If they release Mavericks on Sept 1, then most likely anyone buying a Mac after Aug 1 will get it free.

Assuming Apple continue with OS upgrades at $20, is this really a concern?

Rush?

Instead of rushing because its an update, I will be waiting at least two months to:
Read what kind of negative consequences it produced to other apps and functions
Read if these esoteric changes make enough of an improvement as to make
it worth it.
People jumped to 10.8.3 without actually seeing any improvement in basic
applications in the OS

I never update to the .0 of a major release either. I always wait for .2 or .3 so they can work out the initial bugs and stabilize the system.
