Problem developed in the last week w/ iPhone 4s running iOS7. "Updates" shows 4 updates that need to be applied. When I open up the updates pane, "Update all" is grayed out, but the individual "Update" buttons are blue, however when I click on one, instead of updating the app, it opens the app.

I've signed in and out of iTunes (I only have one account), I have closed all apps, and fully turned off and turned on the 'phone, as well as turning off the wireless and trying it with cellular data only. Nothing works.

First make sure you have enough space to update the apps.
If you sync apps with itunes, you can update the apps in itunes and sync the phone.
Reset your phone and/or reset network settings.

Yes, make sure you have enough free space in your iphone.
This might be cause you filled it up completely.
