Update Apple ID Settings - Setup Failed

My AppleTV keeps prompting me to "Update Apple ID Settings". When I click into it, it says "This AppleTV needs to be authorized to join your Home. It will check a trusted iOS device to proceed." I'm able to see my iPhone (upgraded to iOS 13 GM) but when I try to connect it always fails.

How do I resolve this?

I have two requests since latest tvOS pb.
1st ICloud Account
2nd AirPlay 2
Both fail to accept my log in attempts
