I hate to disagree with a Demi-God of MacRumors...
but a lot of people seem to be reporting speed boosts / reception boosts. Certainly the "way" the phone communicates with the network is very important in both sub-areas of transmission. Just like with a wi-fi network, if you're at the edge of the covered area you're slower, if you increase the efficiency of communication somehow, your strength, and therefore speed will also increase.
I am about to run a battery of tests (all the free iphone 4 speed test apps (5 in all I think), both before and after.
Results: (down Mb/up Mb/latency ms)
Phone was hardly moved (less than 1 inch total) during all tests.
Coverage was 3/4 bars with "3G". This is before update.

THIS APP IS THE ONLY ONE TESTING MARKEDLY BETTER AFTER THE UPDATE.
Conclusions:
Overall. inconsistencies abound after the update. This overall doesn't seem to be for the better, in fact there are greater inconsistencies, and most of the more common results are lower. However, ONE of the bandwidth apps did perform better all three times than it did before the update.
REDUX:
so I went back and turned on Location services for SPeedtest.net app so it could find me again, b/c it only lists the closest 50 or so servers, and at 1500 miles or more away, this didn't reach me.

it seems like I'm slower than ever now... quite a disappointment.

I'm sorely regretting not loading a real web page like bbc or something BEFORE the update.... dam*.. that would have been a good test.
However, a website I co-designed that just launched is taking WAY longer than it used to...
WOW... my paranoia and wariness were totally justified! I should never have given in! They are throttling my bandwidth, I don't even use that much when I'm not on wi-fi. Horrible.... well, maybe I'll try a deep reset or reinstall... or just wait for iOS 4.3 with a usable safari.
Playing isn't always so fun.
