UPdate of Safari will not run. CATCH 22

MAC OS 10.4.11

Updated to newer version of Safari...will not open...ERGO...cannot change default browser...will not let me install older version. Caught in CATCH 22...

How can I COMPLETELY get rid of the NEW Safari?? I dumped it in trash, still will not let me install older version... Any help much appreciated!!
