Impossible to answer without more information. How are you using the Mac, what kind of software you are using, any third party external devices etc. ?

Seems your have either a 2011 or a 2012 Mac Mini, which would have originally come with OS X 10.7 or OS X 10.8 installed respectively, and it has been updated to 10.9.
No, you don't need to update to the latest operating system, now known as MacOS. Many, if not most, folks do if they have a compatible Mac Mini, but some prefer not to, for one reason or another.
If you do update, some of the improvements of MacOS 10.11 (but not all) will be available to you. It may, or may not, be of benefit to you, depending on what you do with the computer, and what apps (aka "software") you use.

Max-out the memory, get a really great USB hub, put in an SSD or two (Angelbird supports native TRIM), keep your machine clean, and get a surge protector that won't catch fire when there's a a surge. Or get a voltage regulator.

Yes I bought the Mac mini on 2013 n update to 10.9, honestly only go online buy thing ,Facebook ,email n Google thing , didn't install any app at all , just want to know if update to latest OSX any good n will it slow down the Mac mini , thanks for the reply
For me, the web is the main pressure to update. There is probably no further Safari update for Mavericks. And it starts to show its age with some websites where things not rendered correctly or slowly. If you don't want to update OS X in order to use a newer version of Safari, you can use Chrome instead.
OP: Given your light use I don't see any need for newer OS at the moment, you could install third party browser such as Firefox because Safari isn't updated anymore for Mavericks. Chrome is another option if you don't mind the information collecting by Google.
While Sierra do have some added features such as Siri, iCloud Drive etc. I doubt you would benefit much from upgrading OS at the moment. Mavericks will receive minor updates to prevent malware so you can keep using it without worry (that is assuming you don't install Flash or other such software which has frequently security holes).
