Constant '1' badge on Settings, but it's not an update. iPod touch 6th gen, latest iOS version. Clicking settings produces an alert with the '1' beside it showing 'update payment information'

I have not had a single issue with billing, nor a declined purchase. I keep re-entering my only card into the system, but it doesn't dismiss this error. I don't know what it's implying, all my subscriptions work and bill correctly each month, but this started earlier in the spring on my iPhone 6S, iPad 6, and now my iPod. I've tried rebooting, resetting network settings, doing factory resets, to ensuring the OS is up-to-date (which I hate anyway but I thought it'd help) but no fix. I am certain it's a bug but I don't know how to get rid of it except logging out of my Apple ID and breaking tons of apps/music purchases.
