I just got a new to me (refurb) XS from someone who got it as an AppleCare replace. It still in on iOS 12. Should I update to 13 yet? I’ve seen so many negative posts about it here that I’m wondering if I’m better off waiting until it’s more stable?

It’s more or less stabilized now. Still a few glitches here and there (particularly with the mail.app), but nothing fatal now.

13.2.2 seems to behave alright on my 6s and iPad Pro 10.5.
iOS 12 is just so good though, and if you don’t need features like dark mode, staying on iOS 12 wouldn’t hurt, at least until Apple releases 13.3.x. I’m keeping my mini 5 on iOS 12, and the only thing I miss is dark mode. Everything else is just ultra smooth on iOS 12.
 
Wait until Summer.
iOS 13 new features aren't worth the broken old features that work fine on iOS 12. If you care about email, don't install iOS 13.
