I have a new AppleTV HD with 13.2 installed out of the box and the update to 13.3 shows an error, that the update failed (software was damaged). I can't even load the IPSW via ipsw.me (https://ipsw.me/download/AppleTV5,3/17K449). Seems something is wrong with Apples update servers. Strangely enough, I can download nearly every other IPSW for various devices, except tvOS 13.3 for the ATV HD. I get the mentioned error since thursday, on wednesday I updated another ATV HD to 13.3 without any problems.

I also can't update via finder (ATV connected over USB-C), same error (see screenshot)

Yes, but for that to work tvOS 13.3 needs to be downloaded, which fails with the error above. iTunes is no more in Catalina, this functionality moved to the finder.
 
I recommend taking it to an Apple store and let them fix or replace the unit. This is probably the simplest solution.

In Catalina, iTunes is there but I guess it can't be used to restore an Apple TV. I have the 4k version; otherwise, I would test it.
 
13.3.1 solved the problem, after putting the AppleTV in DFU-mode I could recover via downloaded (ALT+click) IPSW from ipsw.me in Finder. 13.3 still won't download, so it's definitely a problem with Apples update-servers and that particular file.

How did you put AppleTV 4k in DFU mode?
