I want to do a restore when iOS 7 comes out. When iOS 7 comes out do I just restore + update in iTunes? Is that a full restore?

Restore and update are two different things. You back up, then hit restore. After that, you can either just not load a backup, but start fresh (clean install), or you could reload your backup (either iCloud or iTunes).

So hit restore, then it will say do you want to update to iOS 7 and when it's done don't restore from any backup?

It won't ask if you want to, it just will. Restore will always restore to the most current version of iOS (the only one being signed), which starting Wednesday after release will be iOS 7.

Why would you restore? Just update and you'll be fine.

Curious, can you re-load iOS 7? I think my install of iOS 7 went a bit wonky and there are issues. Messages acting up and photo app behaving oddly.

I would also like to tidy up other data. I'm sure a fair chunk of my space goes there! Need all the space I can get on an 8gb IP4!
