I was lucky enough to find an iphone 4s with version 8.4. I want to upgrade to 9.0.2 but when I try to install 9.0.2 ipsw file through itunes I get error 3194. How can I do this.
 
I'd advise you stay in 8.4, iOS 9.3.1 has more stuttering and input-blocking than 8.4, your iPhone will feel sluggish.
 
If I was to jailbreak it on version 8.3 would that give me the capability to update it to 9.0.2 in order to jailbreak it at 9.0.2?

No. Jailbreaking will not enable you to upgrade to an unsigned iOS version. You can only stay where you are or upgrade to iOS 9.3.1 at this time.
