I have a 2017 macbook pro and I am contemplating upgrading. I am torn or if I should do it when apple starts to use it own chips. I do hate the butterfly keys so they would be nice to say adios to.
 
Buy it when you need it. I just moved from a 2014 15" MBP to a 2019/20 16" MBP with the 5600M GPU. I plan to keep it at least 5 years.
 
If you are considering the 16 inch, buy it now unless you are planning to use multiple high resolution displays and do not plan to purchase a 16 inch with the 5600M GPU. If you are, wait to see if they update the GPU. It is a great computer but it does not play as well with multiple high resolution displays as one may hope due to a software issue that is yet to be corrected and results in excessive heat and fan noise (and may or may not be corrected in the future.) I love mine, but this should be noted when discussing purchasing.

Unless the keyboard is something you really cannot stand any longer, wait. I had a 2015 15" and 2018 15", and now have a 2019 16". Other than the keyboards, there is not all that much difference between the 3.
 
If you need it now, buy it now. If not, wait until you do need it.

I find the 16" a rather dramatic upgrade from the 2018 15" I had.

I still think they will be releasing a new MBP in November with a 10th gen CPU. I’m holding off for it, the iGPU on the 9th gen i9 is simply too weak and it made my base MBP 16 crawl when doing basic things like browsing the web and scrolling through my iTunes Library. It simply is too weak of a iGPU to drive the display when scaled high.

I would be really surprised if Apple upgraded this model with anything other than storage. I expect that is model is "done" and will be replaced by an AppleSI version sometime next year.

Ive been reading about a 1080 HD camera, for that reason alone I am waiting. Although my display has become unhinged and my speakers are blown. But I’m waiting
 
also note, "proven" leaker (as macrumors called it) L0vetodream said earlier this month that there will not be anymore 16" MBP updates this year
