I have a late 2012 MBP that is getting REALLY slow. I suspect it has a failing hard drive but i'm not sure. I'm considering a new 15" MBP but after seeing some of the reviews regarding Keyboards, flex cables and a throttled i9, I'm not so sure. Anyone having good luck with their new MacBooks?

I'd say wait. current MacBook Pro generation (2016-2017-2018) is plagued with keyboard/display/speakers issues.
In the meantime, I highly recommend that you invest in a small SSD if you don't already have one (256GB is fine, I've seen them go for around $30 on amazon), the difference in speed between a hard drive and a SSD is huge.

If you can wait, wait. Intel should be finally coming with a new CPU architecture this year and AMD is also starting to make some strong CPUs. There is also a good chance that Vega or its successor will become a standard MBP config this year.
 
A late 2012 should have a SSD? I thought the last MBP with a HDD was a mid-2012 before Apple switched to retina screens.

You are correct. It is a mid 2012 that I purchased in early 2013.

Any ideas on when the next versions will come out? Possibly summer?
