i have a 2014 MacBook Pro and I read that the new MacBook won’t be coming out in 2019 and now it won’t be coming out until 2021 so should I upgrade to the 2018 or will Apple still be releasing a new mbp in 2019?
 
I upgraded a few weeks ago from a late-2012. So far, I am very happy and have not had any failures. I know it has only been 2 months.

The rumor doesn't say no new MBP in 2019. It says no redesign with larger screen in 2019. A new MBP with the same dimensions and chassis is still possibly in the cards

People are expecting Apple to roll out a new laptop in 2019, they'll be behind their competition if they skip this chip generation if they do. The current MBPs have had their share of bad press, and if Apple chose not to update them, that would be yet another problem.

I dont think it will be a problem for them not releasing one this year, gives them time to fix the flaws and heighten antispiacion for the next one.
 
2014 to 2018 mbp is worth the upgrade, or you could wait for the 2019 model and decide for yourself/according to your budget

I disagree, partly because the competition will be marketing newer laptops, but apple won't. The fact that computer sales have shrunk, and you don't want to give consumers more reasons to avoid buying a mac.

I’m waiting until the second generation of 10 NM, which won’t be until 2021. I’m on first gen 14 NM Broadwell early 2015 MBP. It’s aging well I guess, but I don’t know how long I will be able to keep up.

They'll do a spec bump at the minimum. Otherwise they will face even more bad press and cries of "Tim Apple is so bad! Can't innovate!" Carping is no longer limited to these forums: mainstream press is beginning to notice the complaints about Apple's laptops. A spec bump won't silence the bad press, but will mute the criticism a bit until Apple figures out what to do.
 
2012-2015: Issues. Fix it and extend warranty.
Don't forget
2008 - 2011 constant GPU failures. At least one repair program (2011), I think Apple provided another repair program on the gpu failures but I forget.

A spec bump, as others pointed out, is likely.

The way I'd phrase your choice is:
  • Is your 2014 still meeting your needs, and
  • If a new one comes out will you be sorry you bought the 2018?
